The purpose of youth in the modern world is that it is not so much an object of upbringing, education, socialization, but an active subject of social reproduction, the main innovative potential of society and an essential guarantor of its development.

It is the young generation that acts as an important condition for further socio-economic changes, and as an innovative force of social development. With a different look at the younger generation, society is doomed to degradation.

Reforming Russian society, social and economic development of Russia and its regions largely depends on the youth factor, including the quality and level of development, formation.

Among young people, separate groups can be distinguished, the organization of work with which requires special specifics.

The definition of these groups is associated with the conduct of special studies and justifications, taking into account regional and local specifics.

The main features and leading characteristics can be :

Age:

- for young people aged 14-20 years - education,
citizenship, leisure;

- for young people aged 20-25 - employment,
young family, housing;

- for young people aged 25-30 - health, career,
success.

- The subjects of youth policy are: young people aged 14 to 30; slegislative and executive bodies of state power and local self-government, their institutions; state and municipal employees; youth and children's public associations.

Without diminishing the importance of areas of work with youth in the Belgorod region, it should be noted that the key social problems that need to be addressed in the context of youth policy are: ensuring the safety of youth; health care for young people and adolescents; creation of conditions for normal demographic development, organizational and personnel problems.

In this regard, it is necessary to concentrate efforts of structures for youth affairs to achieve the following socially significant goals:

First, improving the health of children and youth, social protection of young families;

Second, solving the housing problems of young people;

Thirdly, social prevention of all forms of deviant behavior: criminal activity, alcoholism, drug addiction and taxi addiction;

Fourth, promoting youth employment;

Fifth, ensuring equal opportunities in education and advanced training.

The state youth policy at the present stage proceeds from the fact that the main social problems of Belgorod youth must be solved in the following three strategic directions.

The first direction is the realization of the right to life and healthy existence. The second direction is a change for the better in the living conditions of young people. The third direction is the formation of the public consciousness of young people.

The solution of these and a number of other problems of modern youth, as practice shows, is possible only on the basis of the development and implementation of state youth programs. This work requires a clear identification of the object of managerial influence, the identification of the most typical problem areas of young people and the integration within their framework of efforts of all subjects of youth policy, the consolidation of resources and their maximum targeted use.

It should also be noted that in conditions with limited resource capabilities, the implementation of these goals will be associated with certain difficulties. That is why, today, there is an increasing need to use new non-traditional, inherently innovative approaches to the development and implementation of youth policy in the region.

Only professionally trained, creatively thinking management personnel with the active participation of the youth themselves will be able to propose and implement them. This, in turn, requires the formation of a regional system of staffing youth structures. This system should be considered as the most important element of work on the formation of the human resources of state and municipal authorities in the region.

When organizing social work with young people at different levels, it is important to actively use the accumulated experience of social assistance to various groups of the population. Along with this, it is necessary to return to the practice of distributing graduates of educational institutions. Of course, it cannot become the same as it was before, but the use of its elements would provide some social guarantees for one of the least protected groups of young people. A system of real measures is needed to stimulate youth entrepreneurship and self-employment.

There is a need to increase the effectiveness of the existing ones and to form new areas of interaction between schools and parents, which will help to ensure social support for young people.

Among the areas of interaction, it is advisable to highlight:

Creation of various associations of the parental community in order to implement the legal rights and obligations of participants in the educational process, search for new forms of their interaction;

Revival of the system of parental education, development
various forms of psychological and pedagogical education of parents, raising their cultural and educational level;

Organization of public expertise of innovative
educational programs, teaching aids and
teaching aids for health and morals
child;

Preservation and development of the system of additional education for children, ensuring its accessibility for everyone;

Expansion of interaction of educational institutions and educational authorities with traditional religious confessions for our country in the education and spiritual and moral upbringing of the younger generation;

Combining efforts of law enforcement and health authorities, parental and pedagogical communities, representatives of religious confessions in the fight against drug addiction, tightening measures of responsibility for the sale and distribution of narcotic and other psychoactive substances;

Despite the enormous work carried out by the executive authorities of the Belgorod region in relation to the young family, it should be noted that there are still unresolved problems in this direction.

They are due to the following reasons: lack of resources that could be used to solve the problems of the youth family; shortage of social workers capable of providing qualified assistance to a young family.

Changing the situation requires a set of measures:

1. to intensify research on the problems of young families, which will make it possible to highlight the most relevant ones and to ensure public awareness.

2. organize financial support based on an individual approach to each family.

3. to provide training of social workers specializing in problems of young families at the regional level.

In order to effectively use the new forms of social protection and services for the youth of the region, it is necessary to coordinate the interaction of business and public organizations, business and the state, regional associations of entrepreneurs.

Business in the youth social sphere should not so much engage in charity as develop social services demanded by young people, which form them as capable citizens. Moreover, it must be profitable, like any other type of entrepreneurial activity.

It is also necessary to attach great importance to the organization of business participation in investment programs with sections dedicated to the youth social sphere, conducting federal, regional and municipal competitions, tender procedures to support housing construction programs for youth, sports and socio-cultural social projects , involvement of youth organizations in this activity, including those uniting young people with family problems, as well as with health.

It is necessary to strengthen the relationship between management structures and heads of large enterprises and organizations. To address this issue, it would be effective to introduce the position of a youth work specialist in large enterprises, whose functions would include:

Organization of festive evenings;

Information days, lectures;

Monitoring to identify pressing problems of young working youth.

In the Belgorod region, the optimization of youth policy is largely achieved with the help of social programming. In this sense, the regional youth program provides an opportunity to make state policy at the regional level consistent, highlight its main stages and determine the ways of moving from one to another.

To date, long-term programs are being implemented in the region: "Youth of the Belgorod region" (2004-2008) "Patriotic education of citizens of the Belgorod region" ((2006-2010)., "With faith in the Fatherland" (2006-2008), " Comprehensive measures for organizing the activities of labor units of the region ”(2004-2008), approved by decrees and orders of the governor and the regional government.

Concern for improving the quality of life in each region is a problem, first of all, for local and regional authorities, and its solution can be ensured through the use of the existing regional financial and economic potential within the established framework of common national interests and social standards.

To this end, the Belgorod Region has developed and adopted a Program for improving the quality of life of the population. For the program to give a positive social effect, it needs a clear orientation towards the object of embodiment, the maximum proximity to specific categories. It is also necessary to specify and clarify its provisions in relation to each social group of the population. Given the special social role of youth in society, the solution of these tasks requires the maximum efforts of all stakeholders.

It should be noted that the program "Youth of the Belgorod region", approved by the decree of the governor of the region No. 35 of 02.02.04, and designed for 2004-2008, on the one hand, organically fits into the concept of the Program for improving the quality of life of the population of the Belgorod region, specifying its activities, acting as a link between the Program itself and its addressee, and on the other hand, it allows solving the main social problems of young residents of the region, which determine their quality of life.

Implementation of project activities allows coordinating the activities of participants: representatives of state authorities, municipal structures, the press. A kind of interested involvement of these subjects of regional government in the formation of youth policy is being carried out.

The expected and final results of the program will allow solving a number of pressing social youth problems, making real progress in the development of a system of current and future preventive and educational measures for constructive cooperation between the authorities and public organizations with young Belgorod residents.

Unfortunately, when implementing youth programs, difficulties often arise in attracting a large amount of resources for their implementation. The issue of attracting investment is comprehensive.

Fundraising for an organization is a professional occupation that needs to be learned, this profession has its own subtleties, it cannot be comprehended by pure practice. This activity requires a full dedication.

The relevance of funded projects, promotions, problems is also an important issue. The need to develop fundraising (fund-raising) - a purposeful systematic search for sponsor (or other) funds for the implementation of socially significant projects (programs, actions) and support of socially significant institutions.

More attention needs to be paid to targeted charitable fundraising events;
Participate in grants is funds donated by a donor (foundation, corporation, government agency) to a non-profit organization or individual to perform a specific job. Unlike a loan, a grant does not need to be repaid.

Work in this direction is being actively carried out by the administration of the city of Belgorod. In accordance with the decision of the Council of Deputies of the city of Belgorod to involve public associations and non-profit organizations in solving social problems, supporting their statutory activities, and general interest, a competition for a municipal social grant was held in Belgorod. Applicants submitted 14 projects of social programs to the organizing committee for the competition.

The competition was held with the aim of attracting public associations, including youth, non-profit organizations, in solving social problems of the city and supporting their activities in this area based on the development of public initiative, citizens' activity in solving social issues related to the jurisdiction of the city administration and the city Council of Deputies.

One of the requirements of modern society for a person is his high information competence, i.e. the ability to receive and process large amounts of information using modern multimedia tools.

New information technologies have great potential when working with different social groups of young people. Projects aimed at working with modern telecommunications facilities are needed. They arouse the greatest interest among young people and are actively implemented by them.

These include projects in which new information technologies are the main means of interacting with adolescents.

1. Online guide. These can be excursions, analysis of idols' sites, search for information on the topic of the project being carried out, during which adolescents are taught user skills of working on the Internet. Such classes were held during the implementation of the "Teenage Independent Newspaper" project.

2. Thematic teleconferences.

The Internet provides an opportunity for organizing network communication, in which the child constructs the image of his “I”. This is very important when working with reserved adolescents, for whom speaking in front of an audience is a stressful factor, because in a chat or teleconference you can come up with a nickname (nickname), try different role positions. In addition, such forms contribute to the development of students' skills to communicate and formulate their thoughts, understand the text of the interlocutor and express their point of view. The above projects were tested in work with adolescents with deviant behavior. During the approbation, their sufficient effectiveness was established. This can be judged both by the assessments of teachers and school teachers, and by the statements of the project participants themselves. Ways to improve this form of organizing joint activities were outlined.

3. New information technologies open up special opportunities when working with disabled children. This is the possibility of organizing distance courses, holding teleconferences and chats between such children, since they are in conditions of low information security. Communication on the Internet will also allow them to find many friends of interest and correspondence. Note that the official statistics on the number of disabled children in Russia are very disappointing. Over the past five years, the number of children has increased dramatically.

Improving the development and implementation of youth programs inXXI century is associated with the transition to the practice of design in youth policy.

Conclusion

To date, a comprehensive system of social work with youth has been created in the Belgorod region, which includes specialized institutions and centers for social assistance to youth.

The goals and objectives set in our region for the youth affairs bodies, public organizations, young men and women make it possible to form a portrait of the youth of the Belgorod region in the 21st century: adapted to new market conditions, optimistic, patriotic, Orthodox, proactive.

But, undoubtedly, today the problems of involving young people in public life, attracting investors for the implementation of social youth projects, and solving problems of youth employment remain relevant.

The All-Russian competition “We Build Our Own World” has attracted the attention of children and youth and is becoming more and more popular.

The competition promoted civil education, the formation of a worldview, the development of the creative potential of pupils and students, representatives of children's and youth public associations, the development of universal humanistic values, ideals of democracy, education in the spirit of a culture of peace, tolerance.

The chairman of the organizing committee of the competition is Valentina Aleksandrovna Petrenko, chairman of the Federation Council Committee on Social Policy, which has been supporting the organization and holding of all-Russian competitions on parliamentary topics for pupils, students and their mentors for several years.

The jury of the competition consisted of prominent scientists and teachers - citizens of the Academy for Advanced Studies and Retraining of Personnel of the Ministry of Education and Science of the Russian Federation, teachers and students of higher educational institutions in Moscow and the Moscow Region.

The competition was attended by 440 people (383 schoolchildren and 57 students) from 56 regions of the Russian Federation: students of educational institutions of all types; students of educational institutions of primary and secondary vocational education; pupils of institutions of additional education for children; students of higher educational institutions, regardless of their departmental subordination and organizational and legal forms; representatives of youth parliamentary structures; representatives of children's and youth public associations and organizations.

The largest number of works was sent from Voronezh (38 works), Moscow (33 works), Perm (23 works), Chelyabinsk (15 works), Murmansk (14 works) regions; St. Petersburg (25 works); Krasnodar (24 works), Primorsky (17 works), Krasnoyarsk (10) regions; republics of Tatarstan (25 works), Bashkortostan (15 works), Karelia (12 works), Mari El (10 works).

It is gratifying to note that a number of educational institutions held their own qualifying stage, among them: a municipal educational institution - secondary school No. 28 in Vologda (160022, Vologda, Vologda region); secondary school №640 of the Primorsky district of St. Petersburg; Russian State Pedagogical University named after A.I. A wide variety of educational and social projects were presented for the competition: these are individual and collective project works of pupils and students in a wide variety of forms and genres (essays, reports, abstracts, scientific articles, studies, essays, phantom projects, etc.), approving respect for human rights and freedoms, universal universal humanistic values, ideals of democracy, culture of peace, tolerance, principles of self-government and co-management, developing ideas of youth parliamentarism.

It should be noted that most of the entries were based on modern theories and existing practice of legislative parliamentary activity in Russia; practical experience of organizing school and student self-government; development of project activities of pupils and students; international and national mechanisms for the protection of human rights; solving the problems of civil and legal education, connection with the tasks of building a rule of law and the formation of civil society in Russia.

The materials were mainly independent work on a selected aspect of the development of youth parliamentarism.

The jury evaluated the entries according to the following criteria: the level of knowledge of the author; completeness of the topic; possession of the regulatory framework; accuracy and clarity of presentation of the material; the creative nature of the work.

1. General Provisions

1.1. This Regulation regulates the status and procedure for conducting
VII All-Russian competition of educational and social projects "We build our own world" (hereinafter - the Competition). The competition has been held since 2005.

1.2. The founders of the Competition are:

· Commission of the Federation Council on youth affairs and tourism, Commission of the Federation Council on the development of civil society institutions;

· Office of the Press Service of the Office of the Federation Council of the Federal Assembly of the Russian Federation (Press Service of the Federation Council);

· All-Russian public organization "Children's and Youth Social Initiatives" (DIMSI);

· National Council of youth and children's associations of Russia.

1.3. These Regulations determine the requirements for participants and projects of the Competition, the procedure for their submission to the Competition, the criteria for their selection and evaluation, the timing of the Competition.

1.4. This Regulation is valid until the completion of the competitive events provided by the Organizing Committee, and can be changed or prolonged by the decision of the founders. All changes and additions are published on the official websites of the founders of the competition.

2. Purpose and objectives of the Competition

2.1. The purpose of the competition:

Promoting the inclusion of young people in the process of building the rule of law and civil society in Russia.

2.2. Competition objectives.

2.2.1. Attracting the attention of pupils and students to the problems of the development of parliamentarism in Russia, the observance of human rights and fundamental freedoms;

2.2.2. Assistance in civil and legal education of pupils and students through their involvement in the participation in legislative work;

2.2.3. Expanding the interaction of the Federation Council with educational institutions and public associations in the Russian Federation, attracting talented young people to cooperation with the Federation Council.

3. Conditions for participation in the Competition

Works prepared by citizens of the Russian Federation aged from 14 to 25 years old, who are:

· Students of general education institutions;

· Pupils and students of educational institutions of primary and secondary vocational education;

· Pupils of institutions of additional education for children;

· Students, post-graduate students, doctoral students of higher educational institutions, regardless of their departmental subordination, type and organizational and legal form, presence or absence of state accreditation;

· Representatives of children's and youth public associations;

· Young entrepreneurs.

3.2. Requirements for work.

3.2.1. Individual creative works or collective creative works (directly from only one group leader) are submitted for the competition, in a wide variety of forms and genres (essays, reports, abstracts, scientific articles, studies, essays, projects, programs, publications, etc.) demonstrating the applicant's contribution to the process of building a rule-of-law state and civil society in the Russian Federation.

3.2.2. The works should be based on modern scientific concepts and existing practice of parliamentary activity, international and national mechanisms for the protection of human rights, contain proposals for solving problems in the construction of the rule of law and the formation of civil society.

3.2.3. The content of design work can be based on the example of solving priority socially significant problems or problems put forward by the participants of the competition themselves in a specific public association, general educational institution, institution of additional education for children, educational institution of primary and secondary vocational education, higher educational institution or in a municipality, in subject of the Russian Federation, in Russia as a whole.

3.2.4. Works must be published in Russian. Abbreviations of names, names, except for the generally accepted ones, are not allowed in the text. The volume of work should not exceed 15 printed pages of A4 format, one and a half line spacing, normal font (not bold, not italic), Times New Roman size 14; margins: left - 2.75 cm, right - 2.25 cm, top - 3 cm, bottom - 2 cm; page numbering - footer (right).

3.2.5. Illustrated attachments and letters of recommendation from academic advisors are welcome. The number and scope of additional applications is not limited, and all illustrated materials presented must contain explanations to them.

3.3. The competition is held in four nominations:

· "My socially responsible business in the field of innovative economy"(projects demonstrating the contribution of young entrepreneurs to the development of civil society institutions, ensuring business transparency, as well as those aimed at finding, studying and solving environmental problems of Russian regions, etc.).

· "My native Russian language"(projects aimed at developing intercultural dialogue, promoting the culture of the peoples of Russia and the Russian language).

4. Procedure for the Contest

4.1. The competition is held in 3 stages:

First step - regional correspondence - sending applications to the Organizing Committee of the Competition - before March 1, 2011.

Second phase - federal correspondence - organization of free access to the applications of participants for all comers and members of the Expert Council on the Internet - summing up and inviting applicants to participate in the full-time stage of the competition - until April 4, 2011.

Stage three - federal full-time - presentation of winners 'projects in the Federation Council in the form of an exhibition of winners' banners in may-June 2011, organization and holding of the award ceremony for the winners by the organizers of the Competition

5. Application procedure

6. Competition Management

6.1. To manage the Competition, the following are created:

Organizing Committee of the Competition;

Expert Council of the Competition.

6.2. The organizing committee is created by its founders to manage the Competition. In addition to representatives of the founders, representatives of other interested institutions and organizations may be invited to the Organizing Committee.

The Organizing Committee approves the Regulations on the Competition, makes a decision on the creation of the Expert Council of the Competition, approves the list of winners of the Competition.

The organizing committee is chaired by its chairman (in his absence, deputy chairman). The chairman and his deputy are elected at the first meeting of the Organizing Committee.

6.3. The Organizing Committee for the purpose of carrying out an examination of the projects submitted for the Competition and making expert opinions,
as well as recommendations based on the results of the Competition, an Expert Council is created, which includes specialists in the field of law, civic studies, leaders and heads of youth and children's associations, representatives of government agencies, business, the media and the scientific community.

6.4. The activities of the Organizing Committee and the Expert Council are supported by the All-Russian Public Organization "Children's and Youth Social Initiatives".

7. Summing up the results of the Competition

7.1. The Organizing Committee determines the winners of the Competition based on the proposals of the Expert Council.

7.2. The main criteria for evaluating projects:

Availability of a complete package of documents in accordance with the Regulations on the Competition;

Compliance with the purpose and objectives of the competition;

Compliance with the nomination for which the project is declared;

Reliance on modern scientific knowledge on the problem under consideration;

Relevance and thoroughness of the project;

Possession of the regulatory framework, reasoned proposals for its change;

Practical orientation and realistic proposals;

Accuracy, clarity, literacy in the presentation of the material;

Creative and independent nature of work;

Long-term project and the possibility of its wide distribution;

Confirmed availability of partners and organizations supporting the implementation of the project (recommendations).

7.3. The winners and prize-winners of the competition are awarded with diplomas and prizes.

For a whole year, the pupils of the Reftinsky SUVU will live in a new city called MIR City, in the city of Molodist, Initiative, Development. Each group of pupils will represent a house with residents, and in general it will be a community of city residents, teachers and pupils, with a total number of more than 300 people.

In the process of upbringing, children not only learn to live in society, adapt to it, assimilating requirements and norms, but at the same time learn to influence the life of society through participation in socially significant events in the city.

The relevance of this project lies in the need to create conditions for combining the efforts of teachers, children and their parents (volunteers and volunteers) to jointly solve socially significant and socially useful tasks for the benefit and for the prosperity of the Talnakh district and its residents.

In the Talnakh district of the city of Norilsk, on the basis of the municipal budgetary educational institution of additional education for children, the Center for Out-of-School Work, the Council of Self-Management of the Assets of High School Students in the Talnakh District “Remix” (children of the youth initiative creative council) operates. To create this project, the guys conducted a social survey of the district school activists in order to identify the motives that encourage children to be actively involved. The Council of Self-Government Assets of High School Students in Talnakh District "Remix" provides targeted assistance to elderly people, veterans of the Great Patriotic War, widows, blockade prisoners, prisoners of Nazi camps: help around the house, purchasing food, hours of communication. A charity festive concert with the participation of the activists of the Council "ReMIX" and creative associations of the municipal budgetary educational institution of additional education for children "Center for extracurricular activities" of the Talnakh district is held (Appendix 1).

Stage 2 - “In the circle of friends” (December 2010).

Theatrical play performance for children with disabilities, including concert performances of creative teams of the Center for Out-of-School Work. Participation of volunteers of the Council "ReMIX" throughout the event (meeting of children and parents, work in life size puppets, helping children in the game program, accompanying home) (Appendix 2).

Stage 3 - "Good mood will not leave you!" (March 2011).

Organization of an exhibition of works of children's creativity at the Center. Carrying out of the action "We are always there!" - collection of things, toys, stationery for children from poor families and orphanages. Conducting a festive concert program for mothers of students of the Center's creative associations.

Stage 4 - “Veterans do not grow old in souls” (May 2011).

Targeted assistance to veterans of the Great Patriotic War, widows, blockade soldiers, prisoners of Nazi camps: help around the house, purchasing food, communication hours. Participation of the "Remix" Council in the rally dedicated to the Victory Day.

D the long-term project "Do good to others for the good" was launched on October 01, 2010 with stage 1 "Let the light of goodness never go out in the soul."

It was attended by activists of secondary schools, members of the "Council of self-government of the assets of high school students in Talnakh district" Remix ".

At the general meeting, which took place on September 28, 2010, the "Remix" Council created two working groups of children to provide targeted assistance to the elderly: on October 1, on the Day of the elderly, they visited pensioners, congratulated them on the holiday and offered their help.


The second group (Volkov Grigory - "School No. 39", Elena Kostina - "School No. 39"), having prepared a verbal congratulation and a gift set, went to visit Anna Vasilyevna Danilyuk (born June 17, 1926), who was very friendly to guys. She invited her guests to taste tea and over tea she told the children a lot of interesting things about herself, about the time in which she lived, about the Talnakh area (how it was built before her eyes). Anna Vasilyevna needed help around the house and the guys happily fulfilled her instructions: they cleaned the room, arranged the dishes. The guys carefully listened to all further wishes of the elderly woman and took into account.

Thus, stage 1 "Let the light of goodness in the soul never go out!" long-term action "Do good to others for the good" was successful.

On December 1, 2010, the 2nd stage of the project "Do good for others for good" - "In the circle of friends" took place. The form of the event is a theatrical entertainment and game program.

The children of the Council of Self-Government Assets of High School Students "ReMIX" took part in the festive entertainment and game program for children with disabilities "In the circle of children": Khokhlova Anastasia (school No. 38), Masyukova Anastasia (school No. 38), Kappusheva Albina (school No. 27), Khokhlova Tatiana (school number 38).

Their role in the event was as follows:

Meeting guests in the lobby wearing life-size puppets;

Helping parents in the wardrobe;

Games with children before the start of the event;

- assistance to the presenters during the event (distribution of prizes, removal of attributes for competitions);

Participation in a disco.

The children of the Council of Self-Management of the Assets of High School Students "ReMIX" coped well with all the tasks that were planned, thereby showing a positive image of the young generation involved in socially significant activities.
