The main goal of the competition is to support projects to create attractive urban spaces that improve the quality of life. 2. To establish that the budgets of the constituent entities of the Russian Federation, on the territory of which the municipalities - the winners of the competition are located, are provided from the federal budget for bonuses to the winners of the competition other interbudgetary transfers for their provision to local budgets within the budgetary allocations provided for the specified purposes in the federal budget for the corresponding fiscal year.

1. This Regulation determines the procedure for organizing and holding the All-Russian competition for the right to receive support in order to implement the best projects in the field of creating a comfortable urban environment in municipalities that have the status of historical settlements of federal and regional significance, as well as cities with a population of up to 100 thousand. person, the procedure for providing the budgets of the constituent entities of the Russian Federation on the territory of which the municipalities - the winners of the competition are located, from the federal budget for awarding the winners of the competition with other interbudgetary transfers for their provision to local budgets (hereinafter - other interbudgetary transfers), as well as the procedure for their transfer and subsequent implementation control of their use.

2. The competition is organized in order to identify, encourage and disseminate the best projects in the field of creating a comfortable urban environment in small towns and historical settlements.

3. The concepts used in these Rules mean the following:

a project in the field of creating a comfortable urban environment - a set of measures presented in the application of a constituent entity of the Russian Federation, a municipal formation, planned for implementation in the period 2018 - 2019, the result of which is a significant change in the quality of the urban environment in small towns, historical settlements, which is in high demand on the part of residents of such settlements and meeting the requirements established by this Regulation (hereinafter referred to as a project in the field of creating an urban environment);

the best project in the field of creating a comfortable urban environment is a set of measures presented in the application of a constituent entity of the Russian Federation, a municipality, planned for implementation in the period 2018 - 2019, the result of which is a significant change in the quality of the urban environment in small towns, historical settlements, which is in high demand on the part of residents of such settlements, who meets the requirements established by this Regulation and who scored the most points based on the results of its assessment in the manner prescribed by this Regulation;

a small town is understood as a settlement with a population of up to 100 thousand people inclusive (hereinafter referred to as a small town);

historical settlement - a municipality in respect of which in established order The Ministry of Culture of the Russian Federation made a decision to include it in the list of historical settlements of federal significance or by a body state power of the constituent entity of the Russian Federation, in accordance with the established procedure, a decision was made to include it in the list of historical settlements of regional significance (hereinafter referred to as a historical settlement).

4. Small towns with a population of up to 100 thousand people have the right to participate in the competition. including historical settlements, with the exception of cities of federal significance, historical settlements that are administrative centers, as well as small towns, historical settlements that became the winners of the competition.

5. Small towns, depending on the size of the population living in them, are divided into 4 subgroups as follows:

I subgroup - small towns with a population of more than 50 thousand people. up to 100 thousand people inclusive;

II subgroup - small towns with a population of 20 thousand or more. up to 50 thousand people inclusive;

III subgroup - small towns with a population of over 10 thousand people. up to 20 thousand people inclusive;

IV subgroup - small towns with a population of up to 10 thousand people. inclusive.

6. The competition consists of regional and federal stages, conducted sequentially:

In the constituent entities of the Russian Federation, regional commissions are created, headed by a senior official (head of the highest executive body of state power) of the constituent entity of the Russian Federation, the main functions of which are to organize the selection and conduct public discussion of projects in the field of creating an urban environment (discussion period - at least 20 days ) recommended for consideration at the federal level.

8. The regional commission, in addition to representatives of the constituent entity of the Russian Federation, includes representatives of the Administration of the President of the Russian Federation (plenipotentiary representatives of the President of the Russian Federation in federal districts, federal executive bodies, including the Ministry of Construction and Housing and Communal Services of the Russian Federation, the Ministry of Culture of the Russian Federation, The State Duma The Federal Assembly of the Russian Federation, the Federation Council of the Federal Assembly of the Russian Federation, the Association "United All-Russian Association of Municipalities (Congress)", the All-Russian public organization "All-Russian Council of Local Self-Government", expert and professional organizations.

The procedure for the work of the regional commission is determined by an act of the highest official(head of the highest executive body of state power) of the constituent entity of the Russian Federation.

9. Bids of small towns, in the category of "small towns", prepared taking into account clauses 10 - 12 of these Regulations, and selected by regional commissions, are submitted to the federal tender commission for organizing and holding the tender (hereinafter referred to as the Federal Commission) until January 20, 2018. a letter from a senior official (head of the highest executive body of state power) of a constituent entity of the Russian Federation. No more than 4 applications are submitted from each constituent entity of the Russian Federation for each of the subgroups specified in clause 5 of these Regulations.

Competitive applications for historical settlements in the category of "historical settlements", prepared taking into account clauses 8 - 10 of these Regulations, are submitted to the Federal Commission by January 20, 2018 by a letter from the head of the relevant municipality.

On behalf of the Federal Commission, the competition acceptance of applications is organized by the Ministry of Construction, Housing and Utilities of the Russian Federation, which, within three days from the date of receipt of the competition application, posts it on the official website of the Ministry in the information and telecommunications network "Internet" in a special section dedicated to the competition ( further - the official site).

10. From the moment of placing the tender application on the official website, an Internet voting for each competitive application opens, the results of which are taken into account when evaluating and summing up the results of the tender in the manner prescribed by these Regulations.

11. The tender application submitted in accordance with clauses 9, 10 of these Regulations may be rejected at any stage of the tender if it is submitted out of time, in violation of the requirements, incompleteness, as well as the indication in it of unreliable and (or) invalid information. The determination of the inaccuracy and (or) invalidity of the information specified in the application is carried out on the basis of revealing the inconsistency of such information with each other, significant inaccuracies and errors in calculations, inconsistency with state statistics or other official data, as well as on the basis of expert opinions of at least one third members of the commission.

12. The tender application must contain the following information:

a) the name of the project in the field of creating a comfortable urban environment, including a description of the concept of integrated preservation and development of the territory of a small town, a historical settlement, in which the main territories for improvement are formed (for historical settlements - territories that include cultural heritage sites, historically valuable town-forming objects, historical landscapes, improvement measures and organization of tourist routes);

b) the total planned amount of costs for the implementation of the project in the field of creating a comfortable urban environment, including financial and economic justification;

c) the planned start and end dates for the implementation of the project in the field of creating a comfortable urban environment;

d) the expected result of the project in the field of creating a comfortable urban environment.

13. The following documents are attached to the application:

a) presentation materials on the project in the field of creating a comfortable urban environment up to 20 slides, as well as a presentation video, up to 3 minutes long;

b) an explanatory note on the project in the field of creating a comfortable urban environment, including a description of the features of a small town, a historical settlement (including geographical, historical, cultural, climatic, economic, production and business potential, external and internal transport links, social and other parameters, defining the peculiarity of the settlement), identification of problems and prospects for the development of the settlement;

c) a visualized description of the project in the field of creating a comfortable urban environment (design project, master plan, planning project);

c) a feasibility study of the costs of implementing a project in the field of creating a comfortable urban environment;

d) a schedule for the implementation of the project in the field of creating a comfortable urban environment;

e) substantiation of the demand for the results of the project in the field of creating a comfortable urban environment, including information on the conduct of a public discussion of the specified project, indicating the support by its population of a small town, a historical settlement, including, among other things, protocols of at least 5 events for public discussion of the project in the sphere of creating a comfortable urban environment with the number of participants at least 200 people, with the posting of video reports on the holding of such an event in the information and communication network "Internet"; the priority project "Formation of a comfortable urban environment");

f) approved documentation (indicating the boundaries of territories, the subject of protection and requirements for town planning regulations within the boundaries of the territory of a historical settlement) (for historical settlements);

g) information on the availability of documents for territorial planning and urban planning zoning, brought in line with the requirements of the Urban Planning Code of the Russian Federation and Federal Law of June 25, 2002 N 73-FZ "On cultural heritage sites (historical and cultural monuments) of the peoples of the Russian Federation".

The form of the tender application, technical requirements for its design and the composition of the information included in it are determined by the Federal Commission, taking into account the provisions of this paragraph.

14. Evaluation of bids is carried out by the Federal Commission in accordance with clause 15 of these Regulations based on the following criteria:

a) the degree and variety of forms of participation and involvement of citizens and the public at all stages of the preparation and implementation of the project;

b) participation of extra-budgetary funds, the use of municipal-private partnership in the preparation and implementation of the project;

c) economic effect;

d) restoration and preservation of historical identity (for historical settlements);

e) the demand for the ongoing project (creation of a popular place for recreation and communication between residents and visiting tourists);

f) solving in the project the task of preserving the historical, urban planning and natural environment of the historical settlement, which is its subject of protection, ensuring the relationship with cultural heritage sites, cultural landscapes, tourist routes, places of mass recreation of the population (for historical settlements);

g) the number of newly created jobs;

h) availability of approved documentation (boundaries of territories, subject of protection and requirements for town planning regulations within the boundaries of the territory of a historical settlement) (for historical settlements);

i) availability of documents of territorial planning and urban planning zoning, brought in line with the requirements of the Urban Planning Code of the Russian Federation and Federal Law of June 25, 2002 N 73-FZ "On cultural heritage sites (historical and cultural monuments) of the peoples of the Russian Federation";

j) the level of Internet support of the tender application based on the results of voting on the official website.

The methodology for evaluating bids is approved by the Federal Commission.

15. The average value of the project assessment in the field of creating a comfortable urban environment for each criterion is determined by calculating the arithmetic mean value of all received estimates of indicators using the formula:

16. Organizational, technical and documentary support of the competition is carried out by an interdepartmental working group consisting of members of the Federal Commission and invited experts (hereinafter referred to as the interdepartmental working group), the composition of which is approved by the chairman of the Federal Commission and whose main functions are:

a) reception and organization of consideration of bids, including posting them on the official website;

b) informing higher executive bodies state authorities of the constituent entities of the Russian Federation, historical settlements on the organization and conduct of the competition;

c) request and receipt of clarifications on the submitted bids;

d) making proposals to the Federal Commission to determine the winners of the tender.

Representatives of the United All-Russian Association of Municipal Formations (Congress) Association and the All-Russian Public Organization All-Russian Council of Local Self-Government shall be included in the interdepartmental working group without fail.

In the structure of the interdepartmental working group, separate expert working groups can be created on two categories of the competition "small towns" and "historical settlements", the composition of which is approved by the chairman of the interdepartmental working group.

17. The selection of projects is carried out by the Federal Commission, chaired by the Deputy Prime Minister of the Russian Federation, coordinating, in accordance with the distribution of responsibilities, the implementation of state policy in the field of socio-economic development of municipalities.

The rules of procedure of the Federal Commission are approved by its chairman.

18. The main functions of the Federal Commission are:

a) determination of the winners of the competition;

b) determination of the total amount of the award for each category of participants in the competition, taking into account the total amount of the prize fund of the competition, as well as determination of the amount of the award for each winner, including within one subgroup, taking into account the total amount of the award fund attributable to the corresponding category, taking into account paragraph 25 of this Regulation;

c) approval of the tender application form, technical requirements for its design and the composition of the information included in it, methods for evaluating tender applications;

d) solving other issues of organizing and holding the competition.

19. Decisions of the Federal Commission on the issues specified in subparagraphs "a", "c" of paragraph 18 and in paragraphs 24-26 of these Regulations are made exclusively at its meeting, on other issues decisions of the commission may be made by its chairman.

Information about the organization and conduct of the competition is posted on the official website and provided to the Association "United All-Russian Association of Municipal Formations (Congress)" and the All-Russian public organization "All-Russian Council of Local Self-Government" to enable them to post this information on their sites on the Internet ...

21. The Federal Commission, in accordance with the methodology approved by it for evaluating tender applications, determines the winners of the tender for the respective categories and subgroups of tender participants, taking into account the following:

22. Cases in which the results of the competition are not summed up or a smaller number of places for the winners of the competition is determined, are determined by the Federal Commission.

23. The Ministry of Construction and Housing and Communal Services of the Russian Federation has the right, in accordance with the legislation of the Russian Federation on the contract system in the field of procurement of goods, works, services to meet state and municipal needs, to determine a supplier (contractor, executor) to perform organizational and technical support functions. the activities of the Federal Commission, the Federal Subcommittee, the processing and preliminary consideration of materials submitted to the Federal Commission, as well as for the solemn ceremony, the production of diplomas and other items presented to municipalities.

24. Summing up the results of the competition, determined in accordance with clause 14 of these Regulations, is formalized by the decision of the Federal Commission.

25. The size of the cash prize in the category "historical settlements" is determined in equal amount for each winner, based on the total amount provided for bonuses in the corresponding category of the competition.

The size of the cash prize for the "small towns" category is determined in equal amounts for each winner within each subgroup within the category, based on the total amount provided for bonuses for the corresponding category of the competition.

26. If the results of the competition were not summed up or a smaller number of places for the winners of the competition were determined, the redistribution of funds for their bonuses is carried out by the decision of the Federal Commission.

27. The provision of other interbudgetary transfers to the budgets of the constituent entities of the Russian Federation, on the territory of which the winners of the competition are located, is carried out in accordance with the consolidated budget list of the federal budget for the corresponding financial year and planning period within the limits of budgetary obligations approved by the Ministry of Construction and Housing and Communal Services of the Russian Federation for the purposes specified in clause 1 of these Regulations.

28. Other interbudgetary transfers from the federal budget are provided subject to the availability of a decision of the Federal Commission on recognizing a municipal formation located on the territory of the corresponding constituent entity of the Russian Federation as the winner of the competition.

29. The transfer of other interbudgetary transfers from the federal budget is subject to the submission to the Ministry of Construction and Housing and Utilities of the Russian Federation, a list of documents, including design documents and other documents provided for by the legislation of the Russian Federation, necessary to ensure the implementation of the project in the field of creating a comfortable urban environment.

The list of documents that are the basis for transferring another interbudgetary transfer is determined in an agreement concluded by the Ministry of Construction, Housing and Utilities of the Russian Federation with the constituent entity of the Russian Federation, on the territory of which the winner is located.

30. The distribution of other interbudgetary transfers between the budgets of the constituent entities of the Russian Federation is approved by the order of the Government of the Russian Federation.

31. The provision of other interbudgetary transfers is carried out on the basis of an agreement between the Ministry of Construction, Housing and Communal Services of the Russian Federation and the constituent entities of the Russian Federation, on the territory of which the winners of the competition are located, which provides for the following provisions:

a) the term of the project in the field of creating a comfortable urban environment;

b) the right of the Ministry of Construction and Housing and Communal Services of the Russian Federation to carry out inspections, including on-site inspections, when implementing a project in the field of creating a comfortable urban environment, the procedure and conditions for the provision of other interbudgetary transfers established by the agreement;

c) the purpose of other interbudgetary transfers is the implementation of a project in the field of creating a comfortable urban environment, which won the competition;

e) the size of other interbudgetary transfers and the conditions for their provision;

f) submission of information and documents confirming the intended use of other interbudgetary transfers, including project and other documentation, corresponding to the project indicators in the field of creating a comfortable urban environment, contained in the competitive application;

g) responsibility of the parties for violation of the terms of the agreement;

h) indicators of the effectiveness of the provision of other interbudgetary transfers;

i) the consequences of failure to achieve performance indicators for the provision of other interbudgetary transfers established by the agreement;

k) the procedure for returning funds to the federal budget;

i) other provisions governing the procedure for providing other interbudgetary transfers.

32. In case of violation of the procedure and conditions for the provision of other interbudgetary transfers established by this Regulation, the measures provided for by the budgetary legislation of the Russian Federation are applied, and the corresponding funds are subject to return to the federal budget in accordance with the established procedure.

33. The balance of other interbudgetary transfers that have not been used as of January 1 of the current financial year is subject to return to the federal budget by state authorities of the constituent entities of the Russian Federation (to the budget of the constituent entity of the Russian Federation - by local authorities), to which the sources of income of the budget of the constituent entity of the Russian Federation are assigned in accordance with the established procedure ( local budget) for the return of the balances of interbudgetary transfers, in accordance with the requirements established by the budgetary legislation of the Russian Federation.

If the unused balance of other interbudgetary transfers is not transferred to the federal budget, these funds are subject to collection to the federal budget in accordance with the procedure established by the Ministry of Finance of the Russian Federation.

34. The authorized executive authorities of the constituent entities of the Russian Federation, no later than the 3rd working day from the date of receipt from the territorial bodies of the Federal Treasury of information on the receipt of other interbudgetary transfers to the budgets of the respective constituent entities of the Russian Federation, through these accounts, in the prescribed manner, transfer other interbudgetary transfers to the corresponding local budgets.

35. The Ministry of Construction and Housing and Communal Services of the Russian Federation has the right to establish and apply its own measures of non-material incentives for municipalities participating in the competition.

36. The awarding of diplomas to the winners of the competition is carried out in a solemn atmosphere by the Federal Commission and (or) on its behalf by the Ministry of Construction and Housing and Utilities of the Russian Federation in accordance with the distribution of nominations of the competition, unless otherwise decided by the Federal Commission.

37. The best projects in the field of creating a comfortable urban environment are included in the Federal Register of the best implemented practices (projects) for improvement and are posted on the Internet.

38. The Association "United All-Russian Association of Municipalities (Congress)", councils of municipalities of the constituent entities of the Russian Federation, All-Russian public organization "All-Russian Council of Local self-government "and other organizations whose representatives are members of the commission.

39. Information on the placement of the best projects in the field of creating a comfortable urban environment on the Internet is brought by the Ministry of Construction, Housing and Utilities of the Russian Federation to the executive authorities of the constituent entities of the Russian Federation to assist in the dissemination of the best projects in the field of creating a comfortable urban environment among municipalities of the corresponding constituent entities of the Russian Federation.
